If a mod/admin finds a topic/thread that they deem as controversial the topic/thread will be updated with the same icon. Controversial or not, all posts should adhere to the posted guidelines. the part were u have to put the icon
when you create a new topic, there's an option down below that allows you to choose which post icon can be put beside the topic title (you might have seen some of the members do this, hence the appearance of some heart icons or thumbs up icons beside some topic titles).
you would also see this option when you add a new post to a thread. the policy is simply that if you feel that the topic you're starting might be controversial and might upset some people, then make sure that you add the green-faced post icon on your topic title to warn members of its contents. that way, those who do not wish to view such threads will be forewarned.
(and just to demonstrate how the green-faced icon works, i've used it on this particular post, so you should see it appear on top of this post, right before the word Posted.)
